INTERNATIONAL EXPERIENCE IN USING ECONOMIC INSTRUMENTS FOR STATE SUPPORT OF ENVIRONMENTAL SUSTAINABILITY IN THE HOTEL BUSINESS
Abstract
The article examines economic instruments of state stimulation of greening the hotel business using France as an example. The expediency of studying the French model, which demonstrates a systematic approach to the green transformation of the hotel sector with the help of legislative, financial, and institutional levers of influence, is substantiated. The essence of the main instruments of environmental policy is revealed: tax incentives, grant programs, investment support, mandatory environmental assessment, and regional incentive mechanisms. The study analyzes key French regulations, in particular the Law on Combating Climate Change and Strengthening Resilience to its Effects (Loi portant lutte contre le dérèglement climatique et renforcement de la résilience face à ses effets) (2021). It examines support mechanisms implemented through the National Agency for Ecological Transition (ADEME), the tax credit for investments in green industry (Crédit d’impôt au titre des investissements dans l’industrie verte – C3IV) (2024), the European Regional Development Fund (ERDF) programs, and marketing activities to promote certified hotels. Five components of the French model are highlighted: legislative obligations, institutional support, fiscal instruments, territorial programs, and environmental integration into tourism policy. The effectiveness of this model has been proven by the growth in the share of eco-certified hotels, investor support, and participation in national sustainable development programs. It has been concluded that it is advisable to adapt the French experience in Ukraine as part of a strategy for the sustainable recovery of the hotel business in the post-war period. The relevance of the topic is reinforced by the need to integrate environmental approaches into the national policy of modernizing the hospitality sector.
